[EWRB] Periodic Assessments of Electrical Installations under ESR 75

Dear Ministry of Business, Innovation & Employment,

I am writing in regards to Peridic Assessments required under Regulation 75 of the Electrical (Safety) Regulations 2010: https://www.legislation.govt.nz/regulati...

I am addressing this to the Electrical Workers Registration Board (EWRB), as a division of MBIE.

1) Does the EWRB have any programs to ensure compliance with this regulation, or any opinions/studies on compliance rates? If so, please provide.

2) In relation to ESR 75 (2), who does the EWRB believe is "authorised to assess prescribed electrical work on the relevant kind of installation in the relevant location"? This includes any legal opinions on the matter.

3) Has the EWRB carried out any enforcement action on those who have carried out periodic assessments improperly, or without appropriate training, qualifications, licensing, experience, or skill? Please provide general statistics, or cases if minimal.

4) In relation to ESR 75 (1) (c), (e), and (f), how often would the EWRB expect these facilities to be assessed where the standard does not give guidance?

5) Does the EWRB believe that an installation's first periodic assessment is required to be immediately on practical completion, after the defined period (e.g. 1, 5 years) has elapsed after practical completion, or at some other time?
