In regard to part 2 of your request, could you please clarify what you are
seeking? We believe this could refer to:

o analysis that fed into the discussion document and/or
o the reports and evidence that informed said analysis.

 

In either case, it is possible that substantial collation may be required,
and we may need to consider whether section 18(f) of the Act (relating to
the substantial collation or research needed) applies. To minimise this
possibility, we encourage you to refine this part of your request by
narrowing the scope to focus on key documents, a specified time period, or
a combination thereof.

 

Should you choose to amend or clarify part 2 of your request, it is
important to note that, under section 15(1AA) and (1AB) of the Act, a
clarified or amended request may be treated as a new request. This means
the 20-working-day timeframe for responding would restrart from the day
the clarified or amended request is received.

Dear Information [DPMC],

Thank you for your email seeking clarification.

With respect with Part 2, I assume a report (or product) was written that analysed the previous submissions (to the withdrawn EM Bill) and subsequent stakeholder input through a qualitative analysis/ethnographic content analysis or similar to ensure policy advice and recommendations are structured and evidence based.

It would be helpful to understand what documents were used following the withdrawal of the EM Bill (2024) to inform the development of the Discussion Document. For example, was a robust analysis using an accepted methodology used (simple spreadsheet thematic analysis, SPSS data sets), were submissions and feedback analyzed using AI, or was it organically written etc.

In addition to the above, and noting it may be treated as a new OIA request, I ask that a copy of the related project plan be supplied.
