- all internal correspondence from Nicola Toki about the Cape Sanctuary while she was employed by DoC

Thank you for your OIA request of 12 May 2025, asking for:
1. all correspondence between DoC & Forest & Bird about the Cape Sanctuary from 2018 to 2024
2. all correspondence/ responses to OIAS between DoC & Kevin Hackwell about the Cape Sanctuary from 2018 to 2024
3. all internal correspondence from Nicola Toki about the Cape Sanctuary while she was employed by DoC
4. all correspondence/ responses to OIAS between DoC & Nicola Toki about the Cape Sanctuary from 2018 to 2024
While at face value your request appears straight forward, it covers a very large quantity of information that will take a considerable amount of resource and time to respond to.
Question 1 likely covers a large number of emails, and the way your request is framed we may have to consider refusing it under section 18(f) of the OIA (due to substantial collation and research). However, we expect that most of the information in scope of this question will also be included in the OIA responses in question 2. You may like to refine question 1 by limiting the date range, or alternatively withdraw this part of your request until you have received a response to question 2. That could then help inform a new, more specific request for emails.
Question 2 covers at least 15 OIA responses, comprised of over 6000 pages of material. While this information has been previously released, we will be required to carefully review each page within the context of a new request and requestor to ensure all privacy and other considerations are taken into account. Additionally, matters referred to the Ombudsman for review may impact what we are now able to release. This means that we anticipate this part of your request will require a significant extension. However, if you’re able to refine your request by letting us know the kind of information you’re most interested in, it will help us to provide you with the information you seek as soon as possible.
Note that we are awaiting search results of the email server for questions 3 and 4, and anticipate there will be very little information in scope.
If you’d like to refine your request to help us respond, please reply to this email with your new request, noting refinement may mean that the timeframe for response is reset, as per section 15(1AA) of the OIA. If you would prefer us to proceed with your request as it stands, let us know and we will continue with our response.
