Dear Civil Aviation Authority of New Zealand,
In March 2023, Quality Aviation Consulting conducted an Aeronautical Study of Wanaka Airport to address to assess aerodrome layout and design requirements for certification under Part 139.
The Part 139 requirements for certification appear to apply only if the Airport allows international flights or take-offs and landings by aircraft with more than 30 passenger seats.
There is nothing to indicate that either of these requirements applies to Wanaka Airport.
Would you therefore please provide copies of all correspondence (internal and external) and other information that led to CAA's involvement in the decision to require the preparation of the Aeronautical Study.

Thank you for your letter of 22 April.
In paragraph 4 of that letter you stated, "the CAA required Wanaka Aerodrome to conduct an aeronautical study to provide assurance that all aviation safety risks were being appropriately managed."
Would you please advise whether CAA's requirement was prompted by a request from someone else or whether the decision to require the study was made of the CAA's own initiative. In either case please provide copies of all relevant information that supported the decision.
