Requirement for an AFIS at NZPP

Dear Civil Aviation Authority of New Zealand,

I wish to find out if the Director requires the operator of Kapiti Coast Airport (NZPP) to have an Aerodrome Flight Information Service (AFIS) in operation as part of the operator's Part 139 certification and if so, information about the requirement.

The operator has on their website "If an air traffic service is not provided then a feasible outcome is that for safety reasons, KCA would need to reduce operations (e.g. no scheduled 30+ seats) with consequential negative economic impacts (bearing in mind considerable growth would be required to make KCA economically viable going forward)." In particular, I have the following questions:

1. Does the Director require the provision of an AFIS as a condition of the operator's Part 139 certification?
2. If so, is there a requirement for the aerodrome operator to provide an AFIS during all, or only some, hours of operation of the airfield?
3. If so, is there a requirement for the aerodrome operator to only provide an AFIS during certain types of movements (such as Part 135 or Part 125 operations)?
4. If so, what are the stated grounds for requiring an AFIS to operate at NZPP (noting that some other Part 139 certified aerodromes servicing Air Transport operations do not have this requirement (such as NZWU, NZTU)?

to the CAA dated 12 December 2020 on various questions about the
requirement to have an Aerodrome Flight Information Service (AFIS) in
operation as part of the operator's (NZPP) Part 139 certificate.

any event no later than 2 February 2021, being 20 working days after the
day your request was received. The response date shown takes into account:
Summer holidays (25 December to 15 January) and the day after New Year's
Day (2 January 2021). If we are unable to respond to your request by then,

Greeting of the new year!

 

I am writing in reference to your official information request to the CAA
dated 12 December 2020 on various questions about the requirement to have
an Aerodrome Flight Information Service (AFIS) in operation as part of the
operator's (NZPP) Part 139 certificate.

 

DECISION

 

We have decided to grant your request.

 

Please find our responses to the questions raised as below –

 

 1. Does the Director require the provision of an AFIS as a condition of
the operator's Part 139 certification?

 

Yes. AFIS must be provided for all scheduled movements of 30+ seater
aircraft

 

 2. If so, is there a requirement for the aerodrome operator to provide an
AFIS during all, or only some, hours of operation of the airfield?

 

The CAA requires KCAHL to provide AFIS for all movements of 30+ seater
aircraft. Outside of these periods the aerodrome operator has opted to
retain the AFIS service for all movements of aircraft. This has resulted
in the continuous provision of AFIS at NZPP for the majority of the day.

 

 3. If so, is there a requirement for the aerodrome operator to only
provide an AFIS during certain types of movements (such as Part 135 or
Part 125 operations)?

 

AFIS at NZPP has been provided continuously for the majority of each day
since approx. 2012. AFIS has operated at NZPP for a daily period of 
between 10-13 hours per day approx. continuously for the last 8 years.

 

 4. If so, what are the stated grounds for requiring an AFIS to operate at
NZPP (noting that some other Part 139 certified aerodromes servicing
Air Transport operations do not have this requirement (such as NZWU,
NZTU)?

 

Over the last 8 years the aerodrome has not operated during its peak
traffic windows without AFIS being on Watch. The peak traffic windows at
NZPP are approx. 0900-1700. Any change to the 8 year provision of AFIS at
NZPP has been deemed significant by the aerodrome operator and as such
requires assessment before changes and levels of service are implemented.
