2 What is the annual budget for HEIA from 2019 onwards?
3. What are the measurable outcomes of HEIA?

Thank you for your email below.

I acknowledge you are dissatisfied by our response to your Official Information Act 1993 (OIA) request and that you have made a complaint to the Ombudsman.

I would like to take this opportunity to provide you further information to assist in your understanding of the extent of DPMC’s relationship with HEIA.

As explained in my letter to you, Hate and Extremism Insights Aotearoa (HEIA) is an independent research group and operates out of the University of Auckland. As such, DPMC is not responsible for and does not hold the information you have requested around their governance and operations. Some information about their work and about the costs of research is available in the Auckland University Annual Report (2023: https://www.auckland.ac.nz/assets/about-...).

DPMC is not responsible for, nor does it hold the information you have requested, about HEIA’s governance or operations.
In my letter to you, I referred to the fact that DPMC contracted HEIA to produce research. This independent research was commissioned over 2023 and 2024 and was carried out by two suppliers, both of whom were selected by an independent evaluation panel following an open request for proposals. One of these organisations was HEIA, the other was Logically – a United Kingdom-based technology company. Both of these contracts have concluded and the reports produced are available on the DPMC website here: https://www.dpmc.govt.nz/our-programmes/....

Other than this one-off contract, DPMC maintains no relationship – funding, contractual or otherwise – with HEIA.

If you haven’t already, I recommend you approach the University of Auckland for the information you seek.
