Thank you for your Official Information Act 1982 (the Act) request received on 19 February
2025. You requested:
Dear Department of the Prime Minister and Cabinet, I see your department funds "Hate
& Extremisim Insights Aotearoa"

1. Would you kindly share the annual financial report of this HEIA? I do not see if on
their website.
2 What is the annual budget for HEIA from 2019 onwards?
3. What are the measurable outcomes of HEIA?
4. What are the tangible KPIs for HEIA?
5. Kindly share all memos and correspondence regarding HEIA and the following
sections of the NZ Bill of Rights 1990 s 14 Freedom of Expression "Everyone has the
right to freedom of expression, including the freedom to seek, receive, and impart
information and opinions of any kind in any form."s 15 Manifestation of religion and
belief s 17 Freedom of association
6. What donations does HEIA receive annually since 2019? (If this is not in the financial
report)”
7. A copy of the Conflict of interest policy and statements for staff and contractors at
the HEIA
Hate and Extremism Insights Aotearoa (HEIA) is an independent research organisation and
is not subject to the Act. While the Department of the Prime Minister and Cabinet (DPMC)
has previously commissioned HEIA to produce research, HEIA is not part of DPMC.
Therefore, I am refusing your request under section 18(g) of the Act, as the information you
have requested is not held by the Department of the Prime Minister and Cabinet, I have no
grounds for believing that the information is held by another department or agency subject to
the Act.

You have the right to ask the Ombudsman to investigate and review my decision under
