I have read with interest the version of the cabinet paper "New Zealand's intended contribution to the new global climate change agreement" dated June 2015 that is available for download from the Ministry of the Environment's website.

However I find it hard to understand the logic of the paper given it has 41 blanked-out redactions.

Will you please provide me with a copy that has no redactions.

Dear Simon Johnson

 

Thank you for your request under the Official Information Act 1982 for:

 

                a copy [of the climate change 2030 target cabinet paper
provided on the MfE website] that has no redactions.

 

The redactions in the version on the Ministry's website were made
consistent with the Official Information Act. The attached copy of the
paper contains the sections relied on to withhold them.

 

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review my response to your request.

The Minister has refused to provide a copy of the INDC Cabinet without the multiple redactions. I have contacted the Ombudsmens Office to change my complaint subject from delay to refusal.

29/02/2016 Email received from the Ombudsman; "At the moment we are in the process of drafting the letters to notify your complaint(s) to the" ..Minister for Climate Change Issues. The complaint number allocated was 413002.

Om 9 March 2016, the Ombudsman sent me a letter confirming that the complaint had been 'notified' to the Minister.

After some assistance from the Office of the Ombudsman, the Minister's office has emailed me a copy of the Cabinet paper with far less (but not zero) redactions. Apparently they also struggle with how to process requests made via FYI, they lose the reply email address, and FYI requests just join a generic email address.
