Thank you for your email. Apologies for the delay in response.
Road Controlling Authorities (RCA) have duties under Local Government Act
1974 and 2002 for Local Councils or Land Transport Management Act 2003 for
NZ Transport Agency. Summarising the duty of an RCA is protecting,
promoting, and maintaining safety. However, there is no process for how
this is to be achieved set out in these acts.
Through years of research, testing and building roads, there are many laws
and guides to assist RCA in designing roads. However, there are always
many competing needs that must be balanced when designing, constructing,
maintaining and operating roads. The funding processes in New Zealand
encourage adoption of the best practice for the greatest good.
