Limits of temporary traffic management on State Highways

Dear New Zealand Transport Agency,

It is my understanding that Temporary Traffic Management is used in two situations:
1. During road construction or maintenance
2. When existing traffic provisions need extra traffic management for special events

My question is:
Is there any limit to the frequency that is acceptable to WK-NZTA to use traffic management on a State Highway for special events, at or above which permanent traffic management measures should be used instead?

I expect that if a special event occurs, say, 5 days every year then temporary traffic management on a State Highway to manage these events is appropriate, but what if it occurs 50 days every year? Or 150 days every year? or 300 days a year?

There is no answer that I can find to this question in the Code of Practice for Temporary Traffic Management.
