Dear University of Canterbury,
I am writing to request the following information under the Official Information Act 1982:
1) A copy of the University of Canterbury's current Campus Master Plan, detailing how the University plans to develop the campus over the coming years.
2) Information on the University's transport outcomes and plans, specifically:
a) What specific actions is the University taking to increase the use of sustainable transport modes (e.g. walking, cycling, public transport) for staff and students traveling to campus?
b) Are there any targets or metrics the University is using to measure progress on increasing sustainable transport use?
c) What is the current status of plans mentioned in the Landscape Master Plan to reduce reliance on cars and create more pedestrianised areas on campus? Specifically:
• The plan to turn Science Road into a shared space and fully pedestrianised entrance boulevard
• Any other major changes to campus roads or parking areas to prioritise sustainable transport
d) What strategies is the University employing to encourage sustainable transport choices, particularly for those living within walking/cycling distance of campus?
3) An update on the implementation status and timeline of the key transport and landscape changes outlined in the Landscape Master Plan and UC Cycle Plan 2022-2030.
4) Any reports or assessments conducted in the last 3 years on campus transport patterns, mode share, or related sustainability metrics.

Kia ora,
I was disappointed by your response to my OIA request of 6th October 2024. As you know, under section 5 of the OIA, the starting point of any information request is that information is to be made available.
As section 18B requires you to consider consulting the requestor of information if it is likely to be refused under 18(e), I would like to know why you did not consult me.
I'm disappointed also that you have chosen to take a narrow reading of my request, construing "current" to refer to plans that, in your words, are being "redrawn". Your refusal on the grounds that the information does not exist implies that there are no "current" plans, but the word "redrawn" implies that there is a previous version. This ambiguity appears to be a deliberate subversion of section 5; please further explain the reasoning under which you have decided 18(e) applies, since you have chosen not to consult me under section 18B.
Please also consider this a supplementary follow-up request for all versions of these plans, as well as for the current state of the redrawn plans.
I would prefer not to escalate this matter to the Ombudsman.
