Choice to spend money designated for Palestine with less efficient organizations

Dear Ministry of Foreign Affairs and Trade,

On February 2 2024, it was announced that $5 million of funding designated for Palestinians in the Palestinian West Bank and Palestinian Gaza (but not 1948 Palestine) would be provided not through the UNRWA, the purpose built, best connected UN aid organization which specifically exists to provide assistance to the refugees ethnically cleansed from their homes and homeland and attacked and murdered by the zionists in 1948 and ever since, but instead by UNICEF and the WFP, less efficient organizations which spend more money outside of Palestine than the UNRWA does, despite the fact that no credible human being has ever accused UNRWA of misallocations or corruption and it is widely recognized as the most efficient of all UN organizations.

On the assumption that this decision was made, at least officially, by Minister Peters in his capacity as Minister of Foreign Affairs and Trade, I am requesting:
1) Whatever final report or guidance Peters signed off on to spend NZ taxpayer money via less efficient agencies less expert in helping the victims of zionism.
2) The terms of reference/brief and any feedback provided to those who prepared the proposed decision.
