Whose responsibility is it to hold a lawyer accountable to the rule of law

Dear Ministry of Justice,
in 2018 a lawyer wrote to the NZLS and solicited a document which contained false information with regards to the times that this lawyer held a practicing certificate
Acting General Manager Regulatory at the time issued two letters one requesting the LCRO to change a decison and the other one to the lawyer apologising for an " error " which had in fact not occured
the reality is that there was no evidence to support this letter and it was false .
both the lawyer concerned and the author of the letters have confirmed that the details the letter contained was incorrect.
The letters were however used to end my career as a private investigator by alleging that I had made false statements, the lawyer concered had posession of documents which proved the law society letters false
the letters were also used for a defamation claim
I made a complaint to the law society as soon as the letters were produced as the lawyer had not held a practiing certificate at a time when the ADLS was the registrar and the intention of the letters was to discredit the corroborative evidence which I relied on
the law society has totally brushed the creation of false docuemnts off now saying that the Acting General Manager Regulatory was not a lawyer( in that he was not a holder of a practicing certificate ) at the time and therefore is not subject to the act . this person now holds a positon where integrity is of the utmost importance
By way of OIA please provide documentation which considers accountability to the rule of law by each of the following and who is responsible for enforcement of complaince for
1. the law society itself
2. its employees
3. by its members
please provide documentatoin or policy as to how the public is protected from non compliance with statutory obligations by the law society . where do we go what do we do or do we just suffer the fall out , can the law society be a party to an offence by seemingly condoning a criminal offence.
where is the public protection ?
There appears to be an annomoly in that the law society prefers to protect its members rather than hold them accountable to the rule of law in other words who polices the law society and who in the ministry of justice has over sight of the workings of the law society to ensure compliance with their statutory duties
