Collection of Rates on behalf of Environment Canterbury

Dear Christchurch City Council,
Since the removal of democratically elected Councillors from Environment Canterbury in March 2010 I would like to request information about the collection of rates performed by Christchurch City Council on their behalf.
1) Since March 2010 what is the total amount of rates collected on behalf of Environment Canterbury?
2) What law provides for CCC's right (and requirement?) to collect rates on behalf of Environment Canterbury?
3) Are there any costs that can be isolated related directly to the collection of rates for Environment Canterbury? Are these paid out of the rates collected for them or otherwise?
4) Have CCC sought or received any legal advice regarding the collection of rates on behalf of Environment Canterbury and/or the removal of regional democracy?
5) What processes do CCC use in cases where the rates it is collecting for Environment Canterbury are not paid by residents? Does this in any way differ from cases where portions of rates are also unpaid?
