Thank you for your email of 12 June 2024 to the Ministry of Education (the
Ministry) for the following information:
Please provide a recent business case for a secondary school in the
Auckland region. Preferably in the Rodney region, if available the
business case from matua ngaru build in huapai. Otherwise, for the most
recant new school build where the business case is available.
Your request has been considered under the Official Information Act 1982
(the Act).
To be able to provide you with a response that is useful to you, can you
please clarify what information you are seeking. Are you wanting a copy of
any recent Business Case (BC) for a completed secondary school new build
in the Auckland region, or any recent BC for a completed primary school
new build in the Auckland region? Alternatively, are you seeking
information and templates regarding what is included in a BC?
Regarding the example outlined in your request: Matua Ngaru is a Primary
School that was built through a Public-Private Partnership (PPP), which
differ from most Ministry-led builds. The BC would include a lot of PPP
specific information that would not be relevant in a non-PPP school.
Additionally, we note that it focuses on a bundle of schools rather than
one.
We invite you to clarify the scope of your request and look forward to
hearing from you by COP 26 June 2024. Once we have your clarification, we
will recommence work on your request. Please note that in line with
Section 15 (1AA) of the Act, if a request is amended or clarified after
the date on which it is received, the Ministry may treat the amended or
clarified request as a new request that replaces the original request.

We note that the Ministry has not received a response from you regarding
our email of 21 June 2024, seeking clarification of your request.
We note that Business Cases (BC) are not singular documents and have
immense variation in what they cover and include. Therefore, your request
as currently worded lacks due particularity.
We invite you to clarify the scope of your request, as it is not clear
what information you are seeking, and look forward to hearing from you by
12pm 11 July 2024. Once we have your clarification, we will recommence
work on your request. Please note that in line with Section 15 (1AA) of
the Act, if a request is amended or clarified after the date on which it
