Eligibility to reassign courses from discontinued programme

Dear University of Auckland,
On your webpage, titled ‘Reassigning Courses’, it states: “To be eligible for a course reassignment: You must not have completed, e.g., requirements met or eligible to graduate, or been discontinued from your previous programme.” Does this mean that students who have chosen to discontinue a programme and who later wish to recommence study in that programme cannot reassign courses from their discontinued programme to their new programme? This is assuming they still meet the entry requirements for their programme and that their new programme allows those courses for credit.
Can courses still be reassigned to a new programme after a discontinuation of a previous one?
