We refer to your request made under the Official Information Act 1982 (OIA) to the Government Communications Security Bureau (GCSB) on 12 March 2024, copied below.

We can advise that the GCSB does not hold any information that falls within the scope of your request. As such, we are refusing your request under section 18(g)(i) of the OIA, as the information requested is not held by our department, and we have no grounds for believing it would be held by another department, Minister of the Crown, organisation, or local authority.

For context, it might be helpful if we explain our functions. The GCSB is Aotearoa New Zealand’s lead organisation for Signals Intelligence (SIGINT), and cyber security and resilience. More information about our work can be found online at: http://www.gcsb.govt.nz/.

Our priorities, called the National Security Intelligence Priorities (NSIPs), are set by the Government. The NSIPs outline key areas of national security interest to the New Zealand Government. More information about the NSIPs can be found online at: https://www.dpmc.govt.nz/our-programmes/....

While our work contributes to all of the NSIPs, some of the main priorities that relate to the GCSB are: foreign interference and espionage, terrorism and violent extremism, regional stability, and malicious cyber activity. Our remit in relation to space security is limited – our role is in undertaking national security risk assessments for all activities licensed or permitted under the Outer Space and High-altitude Activities Act 2017.

To the Government Communications Security Bureau,

There has been increasing global interest in Unidentified Aerial Phenomena (UAP), with recent disclosures and discussions internationally, I am reaching out under the Official Information Act 1982 to request information held by the GCSB relating to UAP.

The GCSB's capabilities and responsibilities with signals intelligence and national security make obvious the valuable insights and data related to UAP the Bureau may hold.

Due to the sensitive nature of the GCSB's work, I am happy to receive information with sections redacted if necessary. If certain information requested is outside the GCSB's responsibilities or better held by another agency/entity, I would kindly appreciate a referral or guidance to the appropriate agency/entity.

I kindly request;

1. Signals Intelligence: Any records, analyses, or reports generated by the GCSB related to UAP sightings or encounters, including but not limited to, electronic signals or communications that have been attributed to or suspected to be related to UAP, from January 2010 to the present.

2. Inter-agency Collaboration: Details of any collaborations, communications, or information sharing between the GCSB and other New Zealand government agencies (e.g., NZDF, NZSIS, Civil Aviation Authority) regarding UAP, including any joint initiatives or investigations.

3. International Cooperation: Information on any engagements, communications, or cooperative efforts with international intelligence partners concerning UAP, particularly those involving Five Eyes alliance members.

4. Policy and Guidelines: Copies of any internal guidelines, policies, or protocols that outline the GCSB's approach to handling information, signals, or data related to UAP, including procedures for analysis, classification, and dissemination of such information.
