Advice on 10 Bridges Programme

Dear Minister of Transport,

Today the government announced that it would upgrade ten single-lane bridges in the Northland electorate ("National tries to upstage Winston Peters with pledge to replace 10 bridges", Stuff, 9 March 2015). I would like to request the following information under the OIA:

* All advice and communications relating to the decision to upgrade these northland bridges. I am particularly interested in learning when development of the policy began, when the decision was made, and any cost-benefit analyses.

I would prefer to receive an electronic response. Queries about
this request will be automatically forwarded to me by the
fyi.org.nz website.

With regards to s12 of the OIA, I am an NZ citizen and in NZ.

Dear Michelle Witkowski,

Thanks for your response. You'll note that i asked for "All advice and communications relating to the decision to upgrade these northland bridges". While I accept that you've given me all advice, you've only given me communications _from_ NZTA. Those communications make clear references to communications from the Minister _to_ NZTA, which clearly fall within the scope of the request. Those communications should have been released as well, unless there was good reason for withholding them.

Please let me know promptly whether you will be releasing communications from the Minister to NZTA which were covered by the request, and if not, the reason why they have been withheld. Otherwise, I'm off to the Ombudsman.
