Kia ora Stephen,
Thank you for your request of January 13 2024 in which you asked to be
provided with DOC internal and external correspondence covering the
decision by DOC to vote as a creditor at the RAL watershed meeting. For
reference number assigned to this matter is OIAD-3708
The purpose of this email is to clarify and refine your request under
section 15(1AA) and 18B of the OIA. This is because your request, as
currently framed would likely involve substantial collation and research
to the extent that we are considering refusing your request under section
18(f) of the OIA.
Regarding correspondence covering the Decision by DOC to vote as a
creditor at the RAL watershed meeting could you please confirm the
following:
a. Whether you are seeking all substantive correspondence associated with
the Departments decision to partake in the vote as a creditor or
b. Whether you are seeking all substantive correspondence associated with
the vote decision made by the Department at the Watershed meeting and
what informed it
Additionally, so we can locate the most relevant documents to your request
in a timely manner (once clarification is received), we are seeking your
agreement to refine your request to:
o Exclude any draft documents, emails discussing draft documents, or
emails of an administrative nature.
Thank you for your time. Please get back to us regarding the clarification
sought and let us know if you are comfortable with the suggested
refinement (as outlined above) by close-of-business 26 January 2024 to
ensure we can continue processing your request.

In my original email I referenced the 15 June email from Penny Nelson which includes the, abridged, bullet point:
* In ordinary circumstances, DOC would consider abstaining from the vote to protect our regulatory role.
In this respect I am requesting the information you have identified in option (a).
I am happy to exclude emails of an administrative nature. Draft documents are of lesser interest and in my experience generally withheld. Although emails are likely to be informative I accept that they are likely to increase the workload required - beyond the benefit of the unredacted content.
The requested exclusions are accepted.
