- A copy of any GCSB and NZSIS policies relating to drug testing of employees
- Copies of any internal advice/communications that went into the creation/adoption of these policies
- Information on how often drug testing is undertaken on GCSB and NZSIS employees.

We note your request refers to both the GCSB and NZSIS, and therefore
consider your request as made to both agencies. If this was not your
intent, please advise. The GCSB and NZSIS have some shared corporate


Before we begin processing your request, we require more information to
establish your eligibility to make a request under the OIA. Per Section 12
of the OIA, to be eligible to make a request you must be:

•             a New Zealand citizen or permanent resident;

•             a person in New Zealand; or

•             a corporate entity (that is, a company or an incorporated
society) which is either incorporated in New Zealand or has a place of
business here.


We would appreciate it if you could please provide us with information
that confirms your eligibility to make an OIA request. This could be a
posted or emailed scan of a New Zealand driver’s licence or passport, or
evidence of residency in New Zealand, such as a utility bill with your
