Dear Simeon Brown (MIN),
Thank you for providing this information.
I am concerned, however, about the extensive redactions on out of scope grounds for three reasons.
First, the underlying intent of the Official Information Act is that information should be made freely available.
Second, knowing the full content of the briefings and communications provided gives a better understanding of the context for the instructions over cycling and walking initiatives.
Third, it should be left for me to judge what is or isn't out of scope in relation to my request.
Therefore I request copies of all documents provided with the 'out of scope' redactions removed.

Dear Andrew
Thank you for writing to the Office of Hon Simeon Brown on 9 and 10
February 2024, to request the following information under the Official
Information Act 1982 (the OIA):
1. …copies of all documents provided with the ‘out of scope’ redactions
removed.
2. Please confirm that the Minister of Transport did not receive any
written or verbal assessment of the costs and/or benefits prior to
making the decision to instruct Waka Kotahi on cycling and walking
initiatives.
This email is to advise that under section 15 of the Act, we are extending
the time frame for responding to your request by five working days. The
extension is required due to the consultations necessary in order to make
a proper decision on your request.
The new timeframe for providing a response is 15 March 2023. However, we
will endeavour to provide a response sooner if possible.
Under section 28(3) of the OIA, you have the right to refer this decision
to the Ombudsman for review. You can find more about this by emailing
[1][email address] or by calling 0800 802 602.

Subject: RE: OIA23-025 Response - Andrew Riddell
Dear Simeon Brown (MIN),
Thank you for providing this information.
I am concerned, however, about the extensive redactions on out of scope
grounds for three reasons.
First, the underlying intent of the Official Information Act is that
information should be made freely available.
Second, knowing the full content of the briefings and communications
provided gives a better understanding of the context for the instructions
over cycling and walking initiatives.
Third, it should be left for me to judge what is or isn't out of scope in
relation to my request.
Therefore I request copies of all documents provided with the 'out of
scope' redactions removed.
Ngâ mihi,
Andrew Riddell

This bounce message means that it is Parliament's email system preventing the email from being sent - not a problem at our end. SEEMail is a government system designed to prevent classified information being sent to unauthorised organisations.
I have written to them to explain that providing another email address will not help.
Their options:
1. Work around SEEMail
Remove the trigger words that SEEMail prevents being sent outside government. The most common trigger words are listed under the heading "Secure and encrypted email (SEEMail)" on this page: https://protectivesecurity.govt.nz/class...
Consult the Parliament or Ministerial services teams to understand the SEEMail system.
See also the Speaker's statements about this system at Parliament: https://www.parliament.nz/en/pb/hansard-...
2. Use our web interface
When asked, we can generate one-off URLs to send a response via browser, and to attach a large file (one attachment per message only). I have generated a URL for their use.
