On 8 September a Treasury email Identified that Kanoa had advised there was only 1 viable commercial operator who are bidding for Turoa only.
This request is for key internal and external correspondence related to the withdrawal of WHL from the bidding process for Whakapapa Ski Field .

Thanks for the response to this request.
Unfortunately you have interpreted the request too narrowly as it is not conceivable that no DOC correspondence exists which covers this matter.
As a concession process was being prepared there would have been in the very least some initial correspondence and an advisory from MBIE on this matter. That correspondence is in scope of this request.

I refer to your correspondence of 18 January 2024. In response to your
query we can confirm that your request was closed because a transfer to
MBIE was deemed unnecessary, as we understand MBIE is currently processing
the same request. The rationale for this decision is set out in the letter
that we provided to you on 15 December.
Management of the commercial bid process for Ruapehu Alpine Lifts is more
closely connected with the functions of MBIE, and MBIE is the appropriate
agency to respond to this request. To clarify, any significant
communications related to the WHL bid process would have originated from
MBIE as the lead agency for this process, and would therefore be held by
MBIE and considered in scope of the request MBIE is currently processing.
If you have any further concerns about this response you are entitled to
seek an investigation and review of this decision by writing to an
Ombudsman.
