Under schedule 3 of COVID-19 Public Health Response (Air Border) Order
2021, there were exemptions entitled "Exemptions from some COVID-19 provisions". These were for various groups of people:
-Diplomatic or consular officials
-New Zealand Defence Force members returning from service
-Persons arriving on foreign military craft
-Persons with permission to arrive for humanitarian reasons
-Refugees
-Citizens of Afghanistan
Please would you share :
- the number of exemptions that were applied for under this order?
-the number of exemptions that were given?
-the above number by "types of exemption" given and by the "various groups" eg NZDF "All COVID-19 provisions" 100 applied and 99 given.

While considering your request, Te Whatu Ora approached the Ministry of
Business, Innovation, and Employment (MBIE) to request transfer of your
request to them. MBIE, which houses Immigration New Zealand, advised they
are not be able to accept transfer of your request as they do not hold
this information.
This is why we advised in our response that we are refusing your request
under section 18(g) of the Act, as the information you have requested is
not held by Te Whatu Ora and we have no grounds to believe that the
information is held by another agency subject to the Act.
If you would like further clarification, please feel free to reach out to
MBIE directly.

As already advised in our response Health NZ | Te Whatu Ora was unable to
transfer this request to the Ministry of Business, Innovation, and
Employment (MBIE) which houses Immigration New Zealand. MBIE advised they
are not able to accept transfer of your request as they do not hold this
information.
If you like though you should be able to lodge an OIA request directly
with MBIE if you have any further requests for information regarding
immigration, you are able to do this using their website

The OIA creates an obligation for Health NZ to transfer a request if we
believe that information is held by another agency. However it follows
that if we don’t believe this is the case, we cannot. We do not have an
obligation to enquire with every possible agency that could theoretically
hold information. If a reasonable assessment concludes that no other
agency would hold information then that would be the extent of it. Also,
once a decision has been made on a request, we can’t transfer it.
In your case, we did not believe that any other agency held the
information and even reached out to MBIE, which confirmed it too didn’t
hold information in scope of your request. We remain of the position that
we have fulfilled our obligations in respect of your request and can
confirm no further action will be taken.
I can also confirm that no further correspondence will be entered into on
this matter and any further emails will be filed without response. If you
remain unhappy, you should reach out to the Ombudsman to make a complaint.
