Kia ora John Luke,

I refer to your official information request dated 19 October 2023 which
was transferred to the Minister of Climate Change.

You requested copies of all documents/memos the Minister received with
regards to “the ETS and the carbon credit.” However, the media article you
referenced in your request relates more to CIPA (climate implications of
policy assessment) than the Emissions Trading Scheme. Could you please
confirm whether your request is for advice the Minister received on
International Carbon Markets? If so, could you please provide a timeframe
of advice you’re requesting (i.e. all documents/memos the Minister
received about International Carbon Markets between 1 June 2023 and 19
October 2023).

Please note that, depending on when the incoming Government is formed, it
is possible that your request may be dissolved before it can be answered.
If this were to happen, you may wish to resubmit your request to the
Ministry for the Environment.

If you would like to speak with the Ministry directly about International
Carbon Markets, please contact [1][email address].

Ngâ mihi,

Kia ora John Luke,

Thank you for your clarification email.

This email is to advise that we will need to extend the time limit for responding to you by 20 working days, to 18 December 2023. This is because the consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time frame (section 15A(1)(b) of the OIA refers).

However, if this process is completed before 18 December 2023, the response will be sent to you as soon as possible.

You have the right to seek an investigation and review by the Ombudsman of this decision by contacting www.ombudsman.parliament.nz or freephone 0800 802 602.
