Why is RCP 8.5 still being used in NZ?

Steven Cranston made this Official Information request to James Shaw

Response to this request is long overdue. By law James Shaw should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Steven Cranston

Dear James Shaw,

Can you please provide any text messages, emails, meeting notes, documents or other communication that references RCP 8.5.

The IPCC has recently made the assessment that RCP 8.5 is implausible, I am interested as to why the NZ Government has not removed it from legislation and other climate change documents.

Yours faithfully,

Steven Cranston

Tçnâ koe Steven,

Interpretation and clarification of your Official Information Act 1982
request

I refer to your Official Information Act 1982 (the Act) request of 3 April
2023 seeking information about advice and communications about the RCP 8.5
scenario. Specifically, your request was for the following: Can you please
provide any text messages, emails, meeting notes, documents or other
communication that references RCP 8.5. The IPCC has recently made the
assessment that RCP 8.5 is implausible, I am interested as to why the NZ
Government has not removed it from legislation and other climate change
documents.

We have interpreted your request to be related to the IPCC AR6 Synthesis
Report released on 20 March 2023, and that you are interested in whether
the NZ Government has considered any policy changes in light of this IPCC
report. On that basis, we are seeking to clarify the scope of your request
to be: Please provide any text messages, emails, meeting notes, documents,
or other communication that reference the Intergovernmental Panel on
Climate Change AR6 Synthesis Report and RCP 8.5, dated between 20 March
2023 and 3 April 2023.

Could you please confirm if you agree to this interpretation, or if there
is other information you are looking for?

This refinement and clarification will enable the Minister to better
respond to your request. In the absence of any refinement and
clarification, the Minister is likely to require an extension, or may
consider refusing these points of your request under 18(f) of the Act -
that the information requested cannot be made available without
substantial collation or research.

Ngâ mihi,

Dear Patricia Parre,

No that is the wrong interpretation. The UN released an update on global warming projections pre COP-27, they revised the expected warming to 2.5 deg C by 2100 and confirmed that RCP 8.5 is implausible so will no longer use it. I am seeking to understand what steps the NZ Government has made to better align with the updated warming projections?

All comms on RCP 8.5 from a week prior to COP 27 would be greatly appreciated.

Regards

Yours sincerely,

Steven Cranston

Dear Patricia Parre,

Thank you for your response.

I have interpreted your response as confirmation that this Government has not taken any steps to exclude RCP 8.5 from being used in legislation despite the UN saying it is implausible?

Please correct this statement if it is not the government position.

Yours sincerely,

Steven Cranston
