Please could you provide counts of the number of people claiming Accommodation Supplement by Statistical Area 2 using 2023 boundaries for the month of March 2023.

I appreciate that in order to preserve the privacy of individuals all client counts will be random rounded to base three and all counts between 1 and 6 inclusive will be suppressed.

Please include SA2 2023 codes in the output.

The Ministry has decided to grant your request. However, it will take some
more time to prepare the information for release. You will be provided
with a table showing the count of clients in receipt of Accommodation
Supplement as at the end of March 2023. This information will be sent to
you by 8 November 2023.

This is a decision under section 15(1)(a) of the Act. Further information

Dear OIA_Requests (MSD),

Thank you for your response. I appreciate the time you have invested in producing the previously attached data set. Unfortunately there are two major problems with the provided data:

First, you have provided the data at the 2017 Area Unit level. The data was requested at the 2023 Statistical Area 2 level. These boundary systems are extremely different as can be attested by your geospatial analysts.

Secondly, there appear to be several data points for the same Area Unit in the data provided. For instance, AU2017_Code = 500100 (Awanui) appears 6 times in the data set with the following counts.
500100 Awanui S
500100 Awanui 15
500100 Awanui 12
500100 Awanui S
500100 Awanui 12
500100 Awanui 6
As such, one cannot be sure which data point is the 'correct' value to be used since there is no additional classifying information.

Unfortunately I believe that these issues render the data set provided unusable for the research purpose for which it is intended. I will contact you directly (i.e. not on the FYI.org platform) to seek a resolution.
