“...all information regarding funding, contracts, communications,
applications for funding, provision of services and all other matters made
between any government ministry and the service provider known as
insideOUT.”
 
Your request would require a significant amount of collation and
consultation. We would also need to divert personnel from their other core
duties to provide the information to you. In the interests of providing
you with information in a timely manner, would you consider amending or
clarifying the scope of your request?

Te Whatu Ora considers the request may be manageable if it were narrowed
down to a specific time period (for example from 1 July 2022 to 4 October
2023). This may assist us in collating the information in a manner that is
feasible.

You are under no obligation to amend your request, but requests that
require substantial collation may be refused in full or in part under
section 18(f) of the Act.  We want to work with you to avoid this and
ensure we are able to provide a response that best meets your needs.

Please let us know whether you are prepared to amend or clarify your

Thank you for your email.

I note that Te Whatu Ora has two existing contracts with InsideOUT. These contracts are the Rainbow Ākonga Wellbeing Service and the Rainbow Competency Training Service funded under the Expanding Access and Choice programme since 2021.

We have interpreted your email as solely requesting the contracts and funding for these services. Please note that if we release the contracts, funding amounts will be withheld under section 9(2)(b)(ii) of the Act, due to commercial sensitivity, however, we can release the total funding provided for each service from commencement of the contracts to 4 October 2023.

Could you please confirm that the information we propose to provide (contracts and funding for these services) satisfies your request?

Thank you for your request which was transferred to Te Whatu Ora on 4
October 2023, asking for the following which has been considered under the
Official Information Act 1982 (the Act):

“I request all information regarding funding, contracts, communications,
applications for funding, provision of services and all other matters made
between any government ministry and the service provider known as
insideOUT.”

On 27 October 2023, we contacted you to refine your request due to the
initial broad scope. You responded with the following:

“Thank you for your prompt reply and for helping me get clearer on my
request, much appreciated. Yes, the information you propose to provide
(contracts and funding for these services), the total funding provided for
each service from commencement of the contracts to 4 October 2023. would
satisfy my request.”

This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 17 November 2023.

This extension is required because the consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit
