Good morning Alex,
Apologies for the significant delay. We had thought a response to you
asking the request to be refined had been sent, but evidently this was not
the case.
The New Zealand Army document P77 - Why? is a live reference for members
of the New Zealand Army and the wider Defence Force, that is amended and
updated when required; it addresses the origins of the customs and
traditions that are part of the New Zealand Army's way of life. Much of
this information is drawn from publicly available information.
Given the way that it is held by the New Zealand Defence Force, a copy
cannot be released because a single compiled version of all of the
information does not exist. To generate such a copy would impair the
efficient administration of the New Zealand Defence Force.
If there is a particular aspect of the New Zealand Army's customs and
traditions that you are interested in, please let us know and your request
will be reconsidered.
You have the right, under section 28(3) of the OIA, to ask an Ombudsman to
review this response to your request. Information about how to make a

As noted below, a copy cannot be released because a single compiled
version of all of the information does not exist. To generate such a copy
would impair the efficient administration of the New Zealand Defence
Force. As there are only 24 chapters, your request is essentially a
repeated request for a copy of P77.
If there is a particular aspect of the New Zealand Army's customs and
traditions that you are interested in, that request will be considered.
You retain the right, under section 28(3) of the OIA, to ask an Ombudsman
to review this response to your request. Information about how to make a

What is the average size of each chapter? Would it not simply require attaching as many documents as fits to an email up to the size limits for attachments of your email system and repeating as necessary?
Or you could even attach them to a post on the NZDF's own OIA website for releasing documents?

It is not possible to provide the average size of each chapter as
information is not constituted in a format that allows this to be readily
determined. As previously explained, the document exists as a live
reference for New Zealand Defence Force and New Zealand Army personnel.
If there is a particular aspect of the New Zealand Army's customs and
traditions that you are interested in, that request will be considered
accordingly.
