Dear INZ OIAs,

Please disregard my previous message.

I do not accept that there are no discussion documents on access to services for asylum seekers. I refer you to DOIA 2021 1135 which references access to services of asylum seekers discussed in cabinet papers from 2015 - 2020.

In 1997 the Minister of Immigration at the time talked clearly about the reduction of access to services to asylum seekers to deter them from coming to New Zealand (Beehive announcements). This followed or coincided with New Zealand's participation in the Bali process. These decisions in regard to access to services and the asylum process would have been included in cabinet papers or discussion documents providing advice from the MBIE equivalent.

Please confirm that you have checked Cabinet papers and MBIE equivalent advise documents regarding access to services which may have been directly related to New Zealand's participation in the Bali process and its effort, however, there may have been other documents that commented on this topic.
