I made a complaint to the Ombudsman and the office of the Chief Archivist regarding the lack of Section 94 Cost Recovery Reviews and associated documents. The Ombudsman would not progress an investigation, however Archives NZ found that 'creating records of the reasons why the cost recovery reviews did not occur would have been prudent practice in documenting the affairs of the Ministry'. https://drive.google.com/file/d/1eopg4bO...

By combining the information we can see that the cost to run the Psychoactive Substances Regulatory Authority per year = 96 advisor FTE hours. The cost over 5 years (spend data date period) = 480 advisor FTE hours (from the document signed by Simeon Brown)
Cost to establish the spend over 5 years = 40 FTE hours (from the PWQ above) So 1 FTE hour to account for every 12 FTE hours spent running the PSRA.
