The OIA question I've sent to you is a matter of significant public interest, as it involves politicians, a CCTO and a controversial project which many people are upset about. You've taken 20 days to come back to me just to say "your request is too broad", and no reference to the rule supporting this. You've also not come back to me for clarity, as you could have (and in my view should have - the legislation provides for it), to ask me for clarity, by way of narrowing my question down.

That you have not done this, and have taken 20 days to come back with "too wide" is simply not acceptable.

I can only assume that you simply don't want to answer the question. I hope that you are not going to take an obstructive approach if I narrow the question down, despite the fact that you took 20 days to come back and say "too broad", by responding to me claiming that my narrowed down quesiton is a new question, to thereby delay by another 20 days. I sincerely hope that this is not the case, as it would not look good for Christchurch Airport.

So. I am narrowing down my EXISTING question to significantly reduce the broadness. I assume you are going to act in good faith and answer my question swiftly.

Please narrow to:
- meetings/notes/communications since July 2020
- between any CIAL staff or board member
- and any sitting MP or official party representative of the National Party
- where Tarras was discussed
- or any internal communication about interactions between the parties above where Tarras is/was discussed.

For clarity, please exclude select committee meetings, or any consultation process not related to Tarras.

Again for clarity, for public events, if there was a discussion about Tarras, that is relevant, and I am asking for notes and the CIAL staff member's recollection about that, as per the legislation.

This is of high public interest.

Please come back to me immediately for further clarity should you need it, and also to confirm that you will answer this question within a few days. I assume that you will deal with this with urgency, given that you took 20 working days to come back and say "too broad".

CIAL believes it has complied with its statutory obligations with answering your request under the OIA. Where you have requested certain information, CIAL has responded accordingly.

CIAL does not have a register of these meetings you are seeking and stands by its response that your request (even as amended below) is too broad in scope.

In addition, please note, CIAL has recently received multiple requests for information via fyi.org.nz website. Many of these requests appear to be related and the volume significantly exceeds what CIAL would expect to receive in the ordinary course of its business. Nonetheless, it has still responded to your request within 20 working days (as per our statutory obligations).

As previously outlined to you, you have the right to seek an investigation and review by the Ombudsman of the decisions contained in our correspondence. Information about how to contact the Ombudsman or make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
