Request for advice Treasury provided on health sector reforms

Response to this request is long overdue. By law Department of the Prime Minister and Cabinet should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Department of the Prime Minister and Cabinet,

I recently requested under the OIA, from treasury information about the advice it had provided on the Health sector reforms and the establishment of the transition unit. For some reason Treasury transferred the request to you, and you declined my request on the grounds the information was already publicly available and also on the grounds it would take substantial collation.

This is an inadequate response, and you failed to clarify the request with me. To be clear I am requesting advice Treasury provided on the health sector reforms and the establishment of the a transition unit. Not advice DPMC or other agencies provided. None of this is covered in the materials on line that you pointed me to. And given I’m only requesting the advice Treasury provided, it cannot be the case that it requires substantial collation. The fact the Transition Unit has been disestablished is not relevant to my request.

Could you please now provide copies of the advice Treasury provided on the health sector reforms and the establishment of the Transition Unit. Please contact me if you would like clarification of my request, or to discuss scope. An inadequate response will result in a complaint to the Ombudsman.

Kia ora Delia,

 

I refer to your email on the 30^th of July to Department of the Prime
Minister and Cabinet.  Treasury would like to confirm we understood your
request broadly and will be providing you with all advice the Treasury
provided Ministers from 2017 – 2022 on the health sector reforms and the
establishment of the Transition Unit.

 

As part of your original request (received 4 June 2023), you asked for all
advice on the establishment of the Transition Unit inside DPMC. We
transferred this component of your request to DPMC, as after the
disestablishment of the Transition Unit, all documents related to the TU
are now held centrally by DPMC.

 

Please note, when we transferred this section to DPMC, we still intended
to provide you with all Treasury advice. Our reply is due on Tuesday 29^th
August and will provide you with our response by that deadline.
