Hi Dylan,

Thanks for this.

I note that the response only partially fulfils my request - I asked for the information by both District and Area (obviously meaning those parts of the District headed by an Area Commander, eg for Wellington this would be Kapiti-Mana Area, Porirua Area, Wellington Area and Wairarapa Area) but you have only supplied this at a District level. I didn’t ask for PNHQ/RNZPC/Communications Centres or any of the other teams or specialist units that you have combined into the Service Center grouping.

I don’t think the term Area was ambiguous- it is a standard term within Police and is used on your website e.g. https://www.police.govt.nz/about-us/stru... which states “Police is divided into 12 districts, 9 in the North Island and 3 in the South. Each district is divided into areas and has a central station”. As such it is concerning that the person who authorised the release of this response appears to have chosen not to release that.

Could you arrange for them to supply me the rest of the information requested without delay. I will raise this with the ombudsman if I don’t get it within a week.

Thank you for your response and apologies for the misunderstanding.

NZ Police sets Resource Allocation Targets (RAT) as a district level but no lower. This is done to enable local managers to manage resources to match changing demands. Therefore, there is no official RAT set for Police Areas and this part of your request is refused under section 18(e) of the Official Information Act 1982, as the information requested does not exist.

You have the right to seek an investigation and review by the Ombudsman of this decision.
Information about how to make a complaint is available at www.ombudsman.parliament.nz or
freephone 0800 802 602.

Thank you for your response. I note that this does not align with information I have from current and former police staff. While the RAT for individual areas may be set by the District Commander rather than PNHQ, I do believe that there is an established RAT for each area.

As you are not willing to release this information, please instead provide the following for each Area in the Northern, Central, Eastern, Wellington and Waitamata Districts for
- The average number of sworn constabulary officers employee over the year
- the average number of authorised officers employed over the year
- the average number of vacancies of sworn constabulary roles over the year.
- the average number of vacancies of authoriser officer roles over the year.
