Thank you for your Official Information Act 1982 (OIA) request of 29 July 2023, in which 
you requested: 
Thank you for your response. I note that this does not align with information I 
have from current and former police staff. While the RAT for individual areas 
may be set by the District Commander rather than PNHQ, I do believe that 
there is an established RAT for each area. 
As you are not wil ing to release this information, please instead provide the 
following for each Area in the Northern, Central, Eastern, Wel ington and 
Waitamata Districts for 
- The average number of sworn constabulary officers employee over the year
- the average number of authorised officers employed over the year
- the average number of vacancies of sworn constabulary roles over the year.
- the average number of vacancies of authoriser officer roles over the year.
Please find attached a table that shows the average month-end constabulary headcounts 
for the following police districts: Northland, Central, Wel ington, Waitemata, Eastern.  
Numbers are based on month-end headcounts for the twelve months August 2022 to July 
2023. These numbers do not include Casual or Contract staff, and also do not include 
non-sworn staff in those districts. Authorised officers are shown separately. 
Regarding constabulary vacancies, New Zealand Police operates a Resource Al ocation 
Target (RAT) methodology rather than a position list approach. This methodology 
allocates a number of Ful  Time Equivalent (FTE) resources to districts and groups which 
can be allocated to best match local demands. The RAT numbers are set for the end of 
each financial year. 
Please note that as part of its commitment to openness and transparency, Police 
proactively releases some information and documents that may be of interest to the 
public. An anonymised version of this response may be publicly released on the New 
Zealand Police website.
