Dear New Zealand Police,

Please provide details of:

1. what processes and approaches used by Police to ensure that new staff have an adequate knowledge and understanding of the laws of New Zealand, both as written and as interpreted by the court

2. what processes and approaches used by Police to ensure that existing staff have an adequate knowledge and understanding of the laws of New Zealand, including any changes to laws and new laws that are created, both as written and as interpreted by the court

3. what processes and approaches are used to test, assess, or confirm the knowledge and understanding of law, both as written and as interpreted by the court, of staff/officers

4. statistics detailing the above, for example, course completion data, numbers of staff with outstanding training to complete by training type

5. what resources are available to officers who wish to clarify a legal question or seek a legal opinion

6. what resources are available to staff who wish to clarify their understanding of a law or of a police policy or procedure, or of a court judgement or IPCA decision

7. what communication or knowledge or learning platforms, methods, processes, or frameworks are used by police to ensure staff are up to date with policies, procedures, new laws, law changes, guidance from the Court, relevant IPCA decisions etc

Request sent to New Zealand Police by J A Harris on April 14, 2023:

Please note where you seek to withhold or refuse any information under OIA s17 or s18 using the reasons in s6, I am proactively requesting you to provide the grounds in support of that reason.

That is to say, it is insufficient to state you are withholding for reason that disclosure is, for example, "likely to prejudice the maintenance of the law, including the prevention, investigation, and detection of offences, and the right to a fair trial"; or "would disclose a trade secret"; or "would be likely unreasonably to prejudice the commercial position"; you are required to lay out the grounds that support why the disclosure is likely to do so.

Please note, Police are required to respond within 20 working days. My recent OIA requests with Police have not been responded to in a timely manner as required by law. Please ensure this request is fully compliant with that law, in both response time and content.

The OIA requires that we advise you of our decision on your request no later than 20 working days after the day we received your request. Unfortunately, it will not be possible to meet that time limit and we are therefore writing to notify you of an extension of the time to make our decision, for five additional working days, to 22 May.

This extension is necessary as internal consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit, and your request is for a large quantity of information.
