Paper ticketless infringements
J A Harris made this Official Information request to New Zealand Police
This request has an unknown status. We're waiting for J A Harris to read recent responses and update the status.
From: J A Harris
Dear New Zealand Police,
Please provide all information and documentation relating to the transition to issuing infringements without printing a ticket at the roadside.
Please ensure all documents relating to benefits and concerns and risks of this are included. This might include business cases, project risk registers, privacy impact assessments, operational assessments, requests for decisions from stakeholders, legal or professional advice received.
Please also answer the following questions:
1. what consideration has been given to issuing infringements to people who do not have a postal address
2. what alternative options are in place for police to issue an infringement in these situations
3. the number of infringements issued by month since the change to sending tickets in the mail with no postal address
4. the number of infringements since the change with no postal address where the infringement remains unpaid, by the outcome of that infringment (court fine, defended hearing, etc)
Please note where you seek to withhold or refuse any information under OIA s17 or s18 using the reasons in s6, I am proactively requesting you to provide the grounds in support of that reason.
That is to say, it is insufficient to state you are withholding for reason that disclosure is, for example, "likely to prejudice the maintenance of the law, including the prevention, investigation, and detection of offences, and the right to a fair trial"; or "would disclose a trade secret"; or "would be likely unreasonably to prejudice the commercial position"; you are required to lay out the grounds that support why the disclosure is likely to do so.
Please note, Police are required to respond within 20 working days. My recent OIA requests with Police have not been responded to in a timely manner as required by law. Please ensure this request is fully compliant with that law, in both response time and content.
Yours faithfully,
JA Harris

I refer to your recent Official Information Act (OIA) request, assigned reference number IR-01-23-11239.
Part of your request is currently framed in such a way that the information requested cannot be made available without substantial collation or research [s18(f) OIA]. Where Police is likely to refuse a request for this reason, it is our duty to consider whether consulting with you would assist you to make the request in a form that would remove the reason for refusal [s18B OIA].
Below, I have outlined the part(s) of your request in question.
“Please provide all information and documentation relating to the transition to issuing infringements without printing a ticket at the roadside.
Please ensure all documents relating to benefits and concerns and risks of this are included. This might include business cases, project risk registers, privacy impact assessments, operational assessments, requests for decisions from stakeholders, legal or professional advice received.”
The volume of information related to this project is significant and we have so far identified over 2,500 associated files. We have identified several key documents from the project that you may wish to refine the scope of your request to. These documents are:
- SMART Replacement Print Options (13 June 2014)
- Road Policing Printing Options analysis (18 June 2015)
- RP Printing Solution Business Case (16 September 2015)
- s78B SLT Briefing Paper (8 October 2015)
Please let us know if you would be amenable to refining this part of your request to these documents. The remainder of your request remains under consideration.

Yes thank you, I am amenable to limiting that section of the request as you suggest. I can naturally make any further OIA requests as might be necessary.
However I will add a new line of enquiry, which is:
Please provide any information which forms a post implementation review, project lessons learned, or project completion report in relation to the transition to paperless infringements, SMART/ RP Printing.
Yours sincerely,
J A Harris

Dear J A Harris
I refer to your Official Information Act 1982 (OIA) request, as below.
The OIA requires that we advise you of our decision on your request no later than 20 working days after the day we received your request. Unfortunately, it will not be possible to meet that time limit and we are therefore writing to notify you of an extension of the time to make our decision, to 6 June 2023.
This extension is necessary as consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
