- Please explain why previously reported LIM Report KPIs are not currently in the Long term plan and the draft annual plan for 2023?

Please also provide the following information broken down for financial years 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date.

- What percentage of LIMs were issued within 9 (at or under) working days in 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date?

- How much in total was spent by Council on salaries and contractors for the LIM team in 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date? (including LIM team leader, LIM officers and external staff contracted to complete LIM reports).

- What was the total gross income generated by the LIM Team in 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date?

Dear Information Management Team,

You have refused part of the OIR, namely:
"- How much in total was spent by Council on salaries and contractors for the LIM team in 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date? (including LIM team leader, LIM officers and external staff contracted to complete LIM reports)."

What we are asking for is a total sum spent on salaries and contractor fees. We are not asking for a breakdown of individual salaries per person/position. The information therefore cannot be refused under section 7(2)(a) to protect the privacy of individuals.
I have reworded the question and look forward to your response.

The following points may explain our decision to withhold the total dollar amount spent by Council on salaries and contractor fees for the LIM team, under section 7(2)(a) of the Act.

Firstly, we do not currently hold data of the total remuneration paid to staff and contractors in the LIMS team. To provide a total remuneration figure requires that we extract individual salaries from staff/contractor's employment contracts, then combine these to form a total staff/contractor cost for that year. There is an expectation from staff/contractors that their remuneration details are kept private, so undertaking the act of extracting individual remuneration from the employment contracts, in order to form the total amount, breaches this expectation of privacy.

Secondly, our LIM team has only a very low number of staff. In these instances, there is a higher risk that individual remuneration will be identifiable, or can be determined, from the total staff/contractor remuneration amount.

In withholding the total LIM staff/contractor remuneration amount under section 7(2)(a) of the LGOIMA, we have considered the public interest considerations in making this information available. We do not consider that the threshold for this has been met in this instance.
