Appropriation for training of junior doctors

Dear Ministry of Health,

This, I believe, is a question for Health Workforce NZ.
What exactly is the wording of the Treasury approved appropriation allocated towards the training of doctors who are employed as House Officers (PGY1 and/or PGY2) by DHBs? In other words, what criteria determine the eligibility of medical graduates to receive that funding?
