Dear L.K. Harris
I am acknowledging the transfer of your Official Information Act request
from MBIE to us for a response.
In your original request to MBIE you refer to a previously published
summary showing QEAP decisions from 2013-2018, and you offered to provide
that for reference purpose. It would be most helpful if you could
provide me with a copy of that published summary.
Yours sincerely,
Dougal McKechnie

Dear Dougal McKechnie,
Thank you kindly for your prompt reply. This file was online and publicly available, unfortunately, I cannot find the link to where I found it anymore (on google search). Unfortunately, I cannot attach the file to the FYI portal request. I will attempt to describe it for you. The file is titled "Summary of NZRAB Qualifications and Experience Panel Decisions." Under the title is written - "The following is provided as a guide to the requirements that the NZRAB Qualifications and Experience Panel typically sets when Pathway 2 registration applicants need to make up gaps in their skills, knowledge, or experience. There is then a table showing the QEAP panel decisions of the applicants (118) Dated from 19/11/2013 - 16/07/2018. The horizontal columns of the table are titled: Date Application Received, Qualifications / Registration of the Applicant, Post Qualification Experience (NZ & Overseas) in Years of the Applicant,- QEAP Determination (Summary), Date of Determination. The first row has the following as an entry under those column headings: 1/08/2017, 1997 - Bachelor of Science Architecture, University of Utah, USA, 2001 - MArch, University of Pennsylvania, USA, 2008 - Previously Registered Architect, Arizona, USA. NZ 6yrs 11mnths, Overseas Approx 10yrs, The applicant can proceed to an application for registration via Pathway 3, 02/03/2018
My request is for the NZRAB to publish the same information on QEAP panel decisions in the same format, from 16/07/2018 through to today or the most recent date reasonable. Could the board please put an * next to the applications that were declined where the Project Record Forms (PRFs) that were submitted by the applicant showed 5,250 hours or more of work experience.
Yours sincerely,
L . K. Harris

Dear LK Harris
This is in response to your Official Information Act request transferred from the Ministry of Business, Innovation and Employment to the New Zealand Registered Architects Board (NZRAB) on 22 March 2023.
The first part of your request seeks an update to the document "Summary of NZRAB Qualifications and Experience Panel Decisions" from the 16 July 2018 version you have through to today or the most recent date reasonable. I can advise the NZRAB has not prepared that summary since April 2020. A copy of that version is attached. At that time, the decision was taken to discontinue preparing and publishing the summary because of concerns that since the summary could not reflect all the factors taken into account by the Panel in reaching its determinations it was therefore not an accurate or useful document.
The underlying information previously appearing in the summary is not readily available. Updating the document to reflect applications received over the last three years would therefore be a considerable burden for NZRAB with our limited resources.
The second part of your request is that we indicate those applications that were declined where the Project Record Forms showed 5,250 hours or more. It is a requirement for an application to be considered by the Panel that Project Record Forms must cover at least 5,250 hours work experience. Therefore, all applications considered - whether declined or not - have the requisite number of minimum hours. We do not retain figures relating to applications received that did not meet this threshold, nor do we maintain figures on enquiries that do not result in an application being received.
Accordingly, other than to the extent attached, NZRAB is refusing your request under s18 of the Act on the grounds that the document to which you refer does not exist (section 18(e)) and the information requested cannot be made available without substantial collation (section 18(f)).
Yours sincerely
Dougal McKechnie
