Kia ora Brendan

We refer to your separate requests for information on historical
documentaries aired since TVNZ’s Charter was abolished in 2011 as well as
TVNZ’s policy for screening historical documentaries.

I note you haven’t responded to our email requesting better specificity on
your definition of “historical documentaries” and therefore section 18A of
the Act applies in that compiling this list would involve substantial
collation or research. However we can confirm that, over the past 12
months, TVNZ has broadcast a wide variety of local and international
factual/documentary titles. This has included historical documentaries on
our TVNZ channels such as Passengers, Cold Case, Origins, Speak No Maori,
Secret Nazi Bases and The Buildings That Fought Hitler. Titles have also
appeared on TVNZ+, including When Bob Came, NZ Wars, Black Magic: The Team
NZ Story, Elizabeth: The Unseen Queen, Funny As: The Story of New Zealand
Comedy, Glastonbury 50 Years and Counting, Heaven and Hell: The
Centrepoint Story, Secrets of Playboy, Mansion: The Women, Elvis:
Heartbreaker, Black Gold, Punk and more.

TVNZ is governed by the Television New Zealand Act 2003. This legislation
requires TVNZ to provide a wide range of content that is “is relevant to,
and enjoyed and valued by, New Zealand audiences”.   While there is no
requirement to provide certain genres or sub-genres of programming,
broadcasting and streaming factual content, including documentaries helps
us to meet our obligations under the Act.

TVNZ’s local content strategy is focused on showcasing Aotearoatanga (our
“New Zealandness”) and celebrating multiculturalism by telling all of New
Zealand’s stories on screen. TVNZ’s international acquisitions strategy
seeks to provide increased variety of content on our channels and
platforms through securing long-term and one-off distribution deals.
Ratings performance and viewer feedback dictates whether programmes are
recommissioned or repurchased, in line with our commercial mandate.  These
metrics inform whether we look for more content in a given genre area too.

If you would like to review our full current slate, TVNZ’s documentary
line-up can be found here:
[1]https://www.tvnz.co.nz/categories/docume.... TVNZ’s factual line-up
can be viewers here: [2]https://www.tvnz.co.nz/categories/factual. This
line-ups will change as our rights expire and new rights are secured.

In accordance with Section 19(b) of the Act we advise that you have the
right to seek an investigation and review of the above refusal by making a
complaint under Section 28(3) to an Ombudsman.

Regards

OIA Team
