I refer to your official information request for the following –
 
Dear Civil Aviation Authority of New Zealand, I am requesting the
 summaries of the domestic flight logs for 1 Jan - 31 Jan 2023  for non-
 passenger carrying flights. Please include the date, time, carrier,
 aircraft type and purpose of such flights. To be clear I would like to
 exclude any commercial passenger carriers from this OIA request.
 
The CAA do not hold domestic flight logs or information on the time/date
 of every flight. We have also consulted with Airways who do not hold this
 information. We therefore would have to refuse this request as currently
 framed under section 18(g) of the Official Information Act 1982 as the
 information requested is not held by the CAA and the CAA have no grounds
 for believing that the information is held by another department.
 
The CAA does hold information about the number of flights and total flight
 hours for each aircraft each quarter. If this is information you would
 find helpful, please let us know and we can amend the request accordingly.
 
Please note that non-passenger flights includes everything from
 Hang-Gliding to Aerial Spraying to Commercial Transport. If you were able
 to narrow down or specify what type of flight you are after, that will
 assist us in providing you with the most relevant information.

 elected to provide you with this data for Quarter 4 of 2022. You may
 consider making a further request for Q1 2023 data when this quarter ends
 and the data is available. 
 
The “Type Descriptions” tab provides a description of each activity as
 well as the sector and certificates they fall under.
 
Note: The data relating to number of flights may be inaccurate as it is up
 to the operator how this is recorded. Please feel free to email us if you
 have any further questions in that regard.

As stated in our email to you on 23 March 2023, data from Quarter 1 of
 2023 is not yet available as we are still in Quarter 1. Therefore we would
 have to refuse this request under section 18(g) of the Official
 Information Act 1982, as the information is not held.
 
I have been advised that this data is due 30 days after the quarter ends,
 so is expected to be available in early May. You may wish to make a
 further request at that time.

As stated in our email to you on 13 February 2023 the CAA does not hold flight logs and therefore the request for flight logs would be declined under section 18(g) of the Official Information Act 1982.
In that email, we informed you that we could provide you with some data held on flight numbers and total flight hours that may be helpful. On 9 March 2023 you responded that you would like this data, hence we have provided you with that information.
