Dear Department of the Prime Minister and Cabinet,

I request all documents held that constitute communications between the Prime Minister, other Ministers, or other NZ Government officials, agencies or agents and; Twitter's Strategic Response Team - Global Escalation Team (SRT-GET), and Twitter's Site Integrity Policy, Policy Escalation Support (SIP-PES).

Please consider SRT-GET and SIP-PES to include any known/potential members of that team, and any high ranked officials/employees at Twitter. Specifically but not exclusively this includes Jack Dorsey, Vijaya Gadde, Yoel Roth, Parag Agrawal, as identified as SIP-PES members by Ms Bari Weiss.

I seek any communications relating to requests by NZ govt persons or entities and Twitter that seek to suppress or alter the dissemination of any information tweeted by any person known or thought to be either or both a New Zealand citizen/permanent resident and/or located within New Zealand (incl any overseas territory/overseas NZ govt controlled location).

I also request all documents held that may constitute similar discussions or communications that may be of any international public interest.

I also request all documents held that constitute any discussion of suppression of any information whatsoever, between the same NZ Govt persons and twitter-related persons.

I also request all documents held that constitute NZ-govt internal policies or discussions relating to the suppression or algorithmic alteration of the dissemination of information by Twitter, Facebook, and Instagram.

I limit the period covered by this request to the period between 1 January 2019 and today's date (9 December 2022).

Please reference the #TwitterFiles by journalists Matt Tiabbi and Bari Weiss, brought to us by Twitter's new owner, notable gigachad Elon Musk.

Specifically;

"12. The group that decided whether to limit the reach of certain users was the Strategic Response Team - Global Escalation Team, or SRT-GET. It often handled up to 200 "cases" a day.

13. But there existed a level beyond official ticketing, beyond the rank-and-file moderators following the company’s policy on paper. That is the “Site Integrity Policy, Policy Escalation Support,” known as “SIP-PES.

14. This secret group included Head of Legal, Policy, and Trust (Vijaya Gadde), the Global Head of Trust & Safety (Yoel Roth), subsequent CEOs Jack Dorsey and Parag Agrawal, and others".

Dearest Ministerial Services,

I hope that you are well and have enjoyed a restful festive season.

I am confident these requests meet the 'due particularity' test as explained by the Ombudsman in OIA guide for agencies, 2019 (Omb 2019). That is, simply "the agency must be reasonably able to identify what information is being requested". I have explained what these documents and records, if held, are; what specific topics they relate to; who the parties to the documents are; and when the documents would have been created. If this remains unclear please advise with precision.

I of course do note that this is potentially a broad request.

I also note "...that a request is for a large amount of information does not of itself mean that the request lacks due particularity." (Omb 2019).

In fact, per Omb 2019, essentially any OIA request is in theory for a vast amount of information, as OIA requests for information cover any information held by an agency of the Government; even if that information is "held" only in the memory of a staff member or Minister.

In this specific instance, one can be certain that covered information is held, as "https://www.christchurchcall.com/" exists, and as the Prime Minister has made public appearances with now-former Twitter staff, for example Jack Dorsey and Vijaya Gadde, with these meetings declared to be in regard to precisely the matters in question. It is a certainty that at least the Prime Minister holds; in her official capacity; information subject to OIA disclosure; in at least her memory; that constitutes information that may be subject to disclosure upon OIA request.

For example:

On 28 May 2022 now-fired Twitter head of legal, policy, and trust at Twitter tweeted "Thank you Prime Minister @JacindaArdern for the great conversation today. I look forward to continuing to work with you on critical technology and safety issues as part of Twitter’s ongoing commitment to the #ChristchurchCall" - @vijaya, accompanied by a photograph of both women and two other people.

On September 9 2019 Twitter founder and former Twitter CEO Jack Dorsey tweeted "Met PM
@jacindaardern at the Beehive today for a followup discussion on the Christchurch call. Also my first time in New Zealand. Kind folks and beautiful environment." - @jack, accompanied by a photograph of Mr Dorsey and Ms Ardern.

These two instances alone necessitate that information covered by my request not only may exist, but that such information must exist.
