You made it clear in your request that you preferred to receive this information in a CSV or Excel format. However, NZ Police have instead released it as a PDF.

Section 16(2) of the OIA requires agencies to release information in the way preferred by the requester unless it a specific reason listed under s16(2) applies, such as that to release the information in this way would impair efficient administration.

If there is such an exemption that allows an agency to release information in a way that is not preferred by a requester, then s16(3) requires that the agency provide that reason to the requester.

NZ Police has not given any such reason, and I don't believe any of the allowed reasons applies in this case. I expect it's likely that NZ Police prepared the information as a spreadsheet first, then converted it into a PDF for release.

I recommend you reiterate the part of your request to them regarding your preferred format, and ask them again to provide the information to you in that format. In the past, I have had success when reminding Police about similar parts of my own requests that they have ignored.

If that doesn't work, then I recommend you complain to the Ombudsman. Even if you can use the information in the PDF form it has been provided in, complaining would be useful to other requesters to challenge NZ Police's decision to provide it as a PDF even though you asked for it to be released in another format.
