Draft framework: Strengthening New Zealand’s Resilience to Mis/Disinformation

I would like to make a request for information relating to the DPMC programme of work to develop a strategic framework for resilience to mis/disinformation.

In your 26 May response to an OIA request I submitted earlier this year (OIA-2021/22-1234), you advised me that DPMC had decided to discontinue the development of this framework:

“Although a strategic framework for strengthening resilience to mis- and disinformation had been proposed, DPMC’s approach has evolved as the situation changes… DPMC’s focus shifted to ensuring connection and consistency across different work programmes.”

This was a follow up request I submitted May 2021 (OIA-2020/21-0619) for a copy of the framework and a related briefing paper. You advised me then in your response letter of 21 July 2021 that the strategic framework was in draft form and would be withheld in full citing 9(2)(g)(i). This response letter can be accessed here:

Ombudsman’s guidance relating to these two withholding grounds states that they are less likely to be applicable in situations where they cover topics no longer under active consideration:

9(2)(g)(i) : “If the issue to which the information relates has concluded, how much time has passed since it was concluded? The older the information, the less likely it is to have an inhibiting effect [on the expression of free and frank opinion] if disclosed.”

9(2)(f)(iv): “Section 9(2)(f)(iv) generally provides temporary protection for advice related to ministerial or Cabinet decision making. Once the relevant decisions have been taken and any necessary political consultations or negotiations concluded, there is usually no need for ongoing protection of the advice under this section.”

Given this new context, I would like to make the following requests for information:

ONE: I would like to request a copy of the January 2021 briefing paper “Strengthening New Zealand’s Resilience to Mis/Disinformation”, including the attachment, with the information previously withheld under 9(2)(f)(iv) disclosed as per Ombudsman’s guidance.

TWO: A copy of the draft framework for strengthening resilience to mis/disinformation that was previously withheld citing 9(2)(g)(i). If there have been multiple draft versions of the framework produced I would like this to be taken to mean all draft versions.
