New Zealand Terrorism Threat Environment report for 2021

Harold made this Official Information request to New Zealand Security Intelligence Service

The request was partially successful.

From: Harold

Dear New Zealand Security Intelligence Service,

Earlier this year, your agency provided me with copies of the New Zealand terrorism threat environment reports issued in 2019 and 2020. Thank you for your enlightening response in both cases.

I would now like to make a follow up request for copies of these documents:

1) The New Zealand Terrorism Threat Environment report for 2021
2) The Combined Threat Assessment Group terms of reference

My preference is for copies of the original documents, as opposed to summaries.

Yours faithfully,

Harold

Thank you for your Official Information Act request.

We will endeavour to respond to your request as soon as possible and, in any event, no later than 20 working days after the day that your request was received. If we are unable to respond to your request by then, we will notify you of an extension of that timeframe.

Kia ora Harold,

We refer to your official information request dated 14 December 2021 regarding copies of CTAG reporting.

The Official Information Act 1982 requires that we advise you of our decision on your request no later than 20 working days after the day that we received your request. Unfortunately, it will not be possible to meet that time limit and we are, therefore, writing to notify you of an extension of the time to make our decision, to 23 February 2022. We will of course provide a response earlier than this date if we are able.

This extension is necessary because the consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit.

If you wish to discuss any aspect of your request with us, including this decision, please feel free to contact [email address]

You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.

From: Harold

Dear NZSIS,

Thank you for pointing me to this. I would like to make a request for copies of some documents referred to in the two CTAG reports released today:

ONE: The Threat Insight which carries the reference “21-151-TI” (referred to on page 1, footnote 1 of the threat environment report).

TWO: “Potential for Violent Extremist threats to NZ COVID-19 Programmes" [21-167-TA]

THREE: "Involuntary Celibates (Incels) and the New Zealand context" [21-79-TI]

FOUR: “Hindutva Violent Extremism" [21-36-TI]

FIVE: "Terrorism Intent Continuum" [21-118-TI] and "Terrorist Attack Capability Continuum" [21-80-TI], unless the entirety of these documents is already included in Annex 2 and 3 of the annual review.

SIX: Lastly, Annex 1, paragraph 5 of the annual review refers to a Threat Assessment which carries the reference “20-232-TA” (with no “A” after the “232”). If this is a different document to “20-232A-TA” (the annual review issued February 2021, which has already been made public), I would like to request a copy.

Yours sincerely,

Harold
