Dear Department of the Prime Minister and Cabinet,
This government has now declared a more centralized health care model (NZ Health and Maori Health Authorities). It has chosen to remove loco regional controls through District Health Boards which left New Zealanders with a sense of democracy through periodic elections and visibility of their leadership. It has been horrifying to see the final outcome of the reforms which place us now in the position of having to repeat the angst of apartheid South Africa as we approach the implementation of a race-based "two-tiered" system. Landmark legal cases such as Plessy v Ferguson or Brown v Board of Education were apparently disregarded by this government. In no democratic constitutional framework has "separate" ever been deemed "equal". Inevitably, minority health declines with this model and it weakens the framework of the society that promotes it. I have been informed that Maori in the Eastern Bay of Plenty are already unable to access specialist appointments. Please provide the legal authority and advice upon which this ill fated construct was considered and any minutes of meetings with the Confederation of United Tribes and the Hereditary Chiefs in which their consent was obtained. It would seem that the government has embarked upon spending $20 billion on a Maori Health Authority without meaningful consultation with key Maori stakeholders in the Confederation of United Tribes.
