I refer to your request of 16 May 2022 for the following information:
I am writing to request a copy of all police chapters on the New Zealand
Police Intranet (tenone.police.govt.nz) that can be publicly released.
I am a New Zealand citizen and reside in New Zealand
I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982 (OIA). Specifically, section 15A(1)(a), the
request necessitates a search through a large quantity of information and
meeting the original time limit would unreasonably interfere with the
operations of the organisation, and section 15A(1)(b), consultations
necessary to make a decision on the request are such that a proper
response to the request cannot reasonably be made within the original time
limit.
Police requires until 1 July to provide a substantive response to your
request. We are endeavouring to provide this to you as soon as possible.
You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

Kia ora James,
This extension seems unusual, given yesterday NZ Police released to me a list of all Police Manual chapters that have been proactively released, with URLs to where they could be found online.
Perhaps they are also considering other types of document to be within the scope of your request?
Police said in November 2021 that:
"I can also confirm that work is underway to progressively publish all Police Manual chapters on the New Zealand Police website. It is anticipated that this work will be completed over the next 12 months."

However, their response to my request has revelead that in the seven months since that, only eight out of nearly 600 chapters of the Police Manual have been published on the New Zealand Police website.
