Airport bus - Cash fares penalisation

Dear Canterbury Regional Council,

A zone 1 bus fare paid by cash is $4.20 vs $2.65 with card (58% more), yet an airport fare paid by cash is $8.50 vs $2.65 with card (220% more).

Why are airport travellers charged so much more when opting to pay by cash, compared with their zone 1-3 equivalents?

I could understand some of this difference if it included a metro card or return trip with the purchase, but it includes neither.
