GCSB-NZSIS Ministerial Policy Statement briefings

Scott made this Official Information request to Department of the Prime Minister and Cabinet

The request was successful.

From: Scott

Dear Department of the Prime Minister and Cabinet,

I am emailing to make a follow up request to a request I submitted to DPMC on 17 September last year (REF: OIA-2021/22-0289) for copies of certain briefings relating to the review of the GCSB-NZSIS Ministerial Policy Statements.

On 8 October you advised me that my request was denied in full as the MPS review was ongoing, and the information I requested was "still subject to active consideration as a decision is yet to be made on this matter." You noted that "once a decision is made, the Ministerial Policy Statements will be made publicly available."

My request and your reply letter can be viewed here:

https://fyi.org.nz/request/16777-briefin...

Earlier this month, the 11 updated MPS's were made available on the NZIC website, here:

https://www.nzic.govt.nz/legislation

I take it this means that the MPS review is now complete, and I would therefore like to renew my request. Namely, I would like to request copies of the following briefings:

ONE: "Review of the Ministerial Policy Statements under the Intelligence and Security Act 2017” [1920NSP/010]

TWO: “Review of the Overseas Cooperation Ministerial Policy Statement: Proposed Consultation Plan” [1920NSP/031]

THREE: “Proposed Revised Approach for Reviewing the Ministerial Policy Statements” [1920NSP/081]

FOUR: “Consultation on Ministerial Policy Statement: Conducting surveillance in a public place” [1920NSP/054]

FIVE: "Review of the Ministerial Policy Statements ‐ revised timing” [2021NSP/010]

SIX: “Consultation on ministerial policy statement: cooperating with overseas public authorities” [2021NSP/030]

SEVEN:"Ministerial Policy Statement: Cooperating with overseas public authorities - approval to reissue" [2021NSP/066]

EIGHT: "Consultation on three Ministerial Policy Statements" [2021NSP/086]

NINE: "Consultation on Ministerial Policy Statement: Information Assurance and Cybersecurity Activities" [02 Jul 2021]

TEN: "Consultation on Ministerial Policy Statement: Information Management" [05 Jul 2021]

ELEVEN: "Consultation on the final three reviewed Ministerial Policy Statements" [27 Oct 2021]

Yours faithfully,

Scott
