I am writing to request all information pertaining to the recent decision made by the Ministry of Education to create a secondary super-school by extending the current Rolleston College onto two campuses in Rolleston.
I am a mother of two young people in the Rolleston School zone and I am also an educator within the secondary education environment. I am concerned that the community consultation undertaken was biased in nature and that the Ministry already had made decisions about the outcome prior to hearing community voice.
I am also concerned that the key determinants of the decision to create a mega/superschool in Rolleston were made primarily for economic reasons and not in the best interests of the wellbeing for our youth in Selwyn. Selwyn already exhibits high youth issues and concerns and the decision to create an educational structure that the global evidence shows increases disconnection in young people, seems illogical.
I have already asked Coralanne Childs from Canterbury for the information and she has advised me to request it via this channel.
OIA Request:
- All raw data (excluding names etc) from rounds one and two of the community consultations. The surveys that our community submitted.
- All reports prepared for the Ministry by external contractors in relation to the consultation process. ie. Gabrielle Whalls reports.
- All correspondence, including emails between MOE staff, contractors and Rolleston College BOT and/or management, relating to the Rolleston zone secondary school procurement, management, land purchasing and consultation.
- All information and correspondence regarding the purchase of the land for the new campus.
- All secondary research undertaken by the Ministry across NZ and globally regarding the advantages and disadvantages upon young people of the creation of large schools.
- All minutes from meetings, recommendations, white papers and communications to Ministry teams and Minister pertaining to the new Rolleston College Campus.
- All information and communications regarding the initially planned stage 2 of the current Rolleston College campus.
- All financial information concerning the 'establishment budgets' allocated to the current Rolleston College and the new campus.
- All financial and planning information relating to the promotional video made for Rolleston College for round 2 of the consultation. Who requested this video to be made, what was the brief given and how much did it cost the taxpayer?
In closing, as a community we would like to have access to this information to ensure that the Ministry of Education, who is the governing body and advocate for the education of our young people has made this decision based on what is 'best' for the learning and wellbeing of our young people and not what is the cheapest, easiest and fastest option. There is no evidence anywhere that supports the development and creation of superschools as a tool for enhancing youth wellbeing. Our government has made a commitment to our youth wellbeing - the current evidence surrounding superschools illustrates that this decision is in direct contrast to this commitment by them.
Our young people deserve a more robust decision making process than what this appears to be. The information we are requesting will help us discover if the Ministry has actually done it's due diligence and considered the 'whole' child and their social connections in this super structure.

were seeking, as it better allows the Ministry to provide information that
may be of interest to you. As I understand, your particular interest lies
in understanding how much weight was given to student welfare in the
decision making process to establish a second Rolleston College campus,
rather than an entirely separate secondary school at another location in
Rolleston. It is your position that student wellbeing would be better
served with a separate school.
Now to look at your questions:

- All reports prepared for the Ministry by external contractors in
relation to the consultation process. ie. Gabrielle Whalls reports.
Discussion: You advised you hold an abridged or summarised version of
Gabrielle Whalls’ report and are interested in the full report. The
Ministry holds this material and is able to release this, subject to any
privacy considerations, or other grounds under the Act that may be
applicable.
- All correspondence, including emails between MOE staff, contractors and
Rolleston College BOT and/or management, relating to the Rolleston zone
secondary school procurement, management, land purchasing and
consultation.
- All information and correspondence regarding the purchase of the land
for the new campus.
Discussion: These areas be re-scoped to key documents, subject to any
potential commercial negotiations that may prejudice the Ministry;
information such as price for example.
- All secondary research undertaken by the Ministry across NZ and globally

creation of large schools
Discussion: Research material held will be released in full.

Discussion: We talked about Rolleston College being a PPP school and how
that works contractually. Also, that any material provided to the Minister
will likely be under active consideration and as it isn’t specifically in
your area of interest, you have agreed to withdraw this part of the
request.
- All financial information concerning the 'establishment budgets'
allocated to the current Rolleston College and the new campus.
Discussion: We talked about where the Ministry is in terms of funding and
again, as this doesn't focus on your specific area of interest, you agreed
to withdraw this part of your request.
- All financial and planning information relating to the promotional video
made for Rolleston College for round 2 of the consultation. Who requested
this video to be made, what was the brief given and how much did it cost
the taxpayer?
Discussion: I confirmed again the Ministry does not hold any information
related to the video and you advised you had already asked the Rolleston
Principal to “hold off” on the request. You indicated you would formally
let the school know you were no longer interested in this information to
close the loop.
Hopefully, this email reflects our conversation and the information we
will provide is helpful, and of interest to you. If you could please
confirm this is your understanding of what was agreed, or if not, please
amend as required. As I explained on the phone, requests for "all
information, emails, meetings etc..." are unfortunately often declined
given the volume of material in scope of the request, and the work needed
to collate and review the material for release.
